**City of Syracuse residency will be required. If you are not a resident, you have six (6) months from your date of hire to establish residency.**

The City of Syracuse is currently seeking a Board of Assessment Review member. This is a part-time, seasonal position and includes an appointment with the Board of Assessment Review (BAR). The BAR is a 4–5-member board of officers appointed by the City Council to hear formal grievances of property owners.

Compensation: Rate: $150 per day (January & February) and $125 per day in March

DISTINGUISHING FEATURES OF THE CLASS

This position involves reviewing and providing input on property tax assessment appeals filed by property owners, utilizing knowledge of real estate valuation practices, local property tax laws, and fair hearing procedures to ensure equitable property assessments within the City of Syracuse. This appointment calls for sound judgment and the ability to communicate effectively with taxpayers and legal counsel.

TYPICAL WORK ACTIVITIES

  • Reviewing Property Assessment appeals as part of a panel
  • Reviewing information submitted by taxpayers, including appraisal reports and property deeds
  • Participating in formal hearings where property owners present their case for a reduced assessment, asking critical questions, and gathering data
  • Analyzing evidence at hearings and applying relevant property valuation methodologies,
  • Staying updated on local property tax laws and regulations, ensuring all decisions align with the City’s objectives, New York State and other applicable laws, and fair due process.
  • Supporting an explanation of assessment decisions to taxpayers
  • Reviewing property valuation data provided by city assessors, including market trends and comparable sales
  • Collaborating with the Assessment Department to gather additional information.

Required Knowledge, Skills, and Abilities:

  • Comprehensive understanding of real estate appraisal methods, market analysis, and property valuation principles.
  • Familiarity with local property tax laws, assessment procedures, and relevant legal statutes.
  • Ability to analyze complex data, evaluate arguments, and make informed decisions based on evidence.
  • Excellent verbal and written communication skills
  • Ability to communicate effectively with taxpayers, attorneys, and other stakeholders.
  • Demonstrated ability to remain objective and make fair decisions without personal bias.
  • Skills to manage and facilitate productive discussions.
