GENERAL SUMMARY OF DUTIES:
Serve as the Medical Director in a team and mission-driven setting to provide administrative and clinical oversight within scope. Demonstrate expertise and leadership to ensure the delivery of affordable, high-quality healthcare services through integrated, team-based care. Lead the overall clinical vision for the organization. Responsibilities include developing, implementing, and strategizing innovative clinical programs that involve collaboration with strategic business partners and guiding the organization toward its primary objectives. Act as a key participant and strategic partner in the organization’s clinical quality improvement programs.
The Medical Director reports to the Chief Executive Officer (CEO) and is a member of the Executive Team, engaged in defining the overall business strategy and direction of the organization while supporting Waterfall Community Health Center’s Mission.
Waterfall Community Health Center (WCHC) is an integrated patient-centered primary care clinic serving insured and uninsured children and adults with a special emphasis on care for persons who experience barriers to accessing care due to income, language, cultural, and social barriers. This position will support mission and goal achievement, organizational quality, and patient-centered medical home philosophy.
SUPERVISION EXERCISED: Personnel supervision is a responsibility of this position.
SUPERVISION RECEIVED:
- Works under the direct supervision of the Chief Executive Officer (CEO).
- Exercises progressive levels of autonomy in day-to-day activities based on satisfactory job performance.
ESSENTIAL RESPONSIBILITIES:
- Adheres to the spirit of Waterfall Community Health Center to remove barriers to care and our mission statement while performing assigned duties.
- Demonstrate the core values of Integrity, Respect, Accountability, Compassion, Partnership, and Collaborative Communication.
- Responsible for developing written clinical policies, clinical procedures, medical protocols, and medical standards of care.
- Supervision of clinical staff, including Medical and Dental Providers, locum/temporary clinicians, provider specialists, and other assigned staff, including being on call for guidance.
- Orients new members of the clinical staff and assesses their skills and expertise to manage and treat patients and to perform medical procedures consistent with clinic policy and procedure. Oversees the evaluation and development of clinical staff.
- Oversee the organization’s professional development activities: determine training needs and arrange for in-service training programs; approve or deny requests from clinical staff to attend various continuing medical education seminars based on organizational and provider needs.
- Serve as a member of the Senior Leadership Team, serving as an information resource to the CEO and Board of Directors.
- Attends and participates in Board of Directors meetings, Strategic Planning, other Senior Leadership Meetings, including Provider and other staff meetings.
- Serve as a liaison to the broader medical and dental community, including medical societies, hospitals, independent practice associations, and professional associations.
- Serve as the WCHC’s Lab Director and CLIA oversight, or designate.
- Clinical oversight (within scope) of SBHC (school-based health center) primary care services, including creating innovation and collaboration with SBHC services.
- Conduct peer reviews, other quality care reviews, and approve clinical protocols.
- Oversee and respond to patient grievances and implement corrective action as needed.
- Supports and manages clinical care as per WCHC policies and procedures, including state and federal licensing and compliance guidelines.
- Develop clinical leaders to support succession planning.
- Responsible for clinical staffing and ensuring access to primary care and dental services for patients, including attendance at Provider and other staff meetings.
- Co-chair the Quality Improvement Committee in tandem with the Chief Quality Officer
- Act as interim Dental Director in the absence of dental leadership.
- Responsible for oversight of departmental budgets for the medical and dental division.
- Oversee and supervise the Dental team.
- Direct and coordinate hiring of new providers and implement initiatives to retain the current provider pool.
- Conduct regular staff meetings, approve procedures and continuing education, and PTO for direct reports.
- Performs any other duties needed to help drive our vision, fulfill our mission, and abide by our organization’s values.
EDUCATION AND/OR EXPERIENCE AND QUALIFICATIONS:
- Graduate of an accredited school of medicine
- Unrestricted License and Board Certified to practice medicine in the State of Oregon, or administrative-only Oregon license.
- Current DEA Certificate without restrictions.
- Ability to be credentialed with Medicaid, Medicare, private, and other insurance.
- Three or more years of experience working in medical administration in a community health center or similar setting.
LICENSURES/CERTIFICATIONS REQUIREMENT:
- Licensed Provider; State Board Certified or Eligible, Fully Credentialed, and Insurability, or Administrative License.
- MD/DO preferred.
- Current American Heart Association (AHA) Provider Basic Life Support Card (BLS). Employer offers this training.
- Non-violent Crisis Intervention Comprehensive training class completed within 6 months of hire and recertify prior to the expiration date. Employer offers this training.

- Prolonged periods sitting at a desk working at a computer.
- Able to lift 35 pounds occasionally.
- Exposure to sick people.
- Able to travel as needed.
